The Army Contracting Command at Rock Island, through its Pine Bluff Contracting Office, plans to award a sole source contract to Thermo Electron North America LLC for the maintenance of a highly specialized Ion Chromatograph used at Pine Bluff Arsenal. This contract covers a base year with four option years and addresses a critical, time-sensitive environmental compliance requirement. The Ion Chromatograph's hardware and software are specific to the manufacturer, making the maintenance service highly specialized. The contract will be awarded under the Federal Acquisition Regulation Part 13, with the relevant NAICS code being 811219 and a small business size standard set at $20.5 million. Thermo Electron North America, located in West Palm Beach, Florida, is the intended sole source provider because of its unique capability to service this complex instrumentation. While this notice is not a solicitation or request for bid, interested parties are invited to submit detailed technical capabilities and pricing information to demonstrate they could potentially meet the Government’s needs. Such submissions must provide clear and convincing evidence that competition would be advantageous to the Government. The point of contact for responses and inquiries is Jeffrey L. Allred, Contract Specialist at the Pine Bluff Contracting Office. Offers will be used solely to evaluate whether a comparable source is available and if a more advantageous option exists, but no contract will be awarded based on responses to this notice.
