J--Land Mobile Trunked Radio System

The Government intends to solicit and negotiate with only one source, Motorola, Inc. 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046-2583. This procurement is for maintenance of Subscriber Radios that are a part of an existing Land Mobile Trunked Radio System that can only be maintained by Motorola Corporation. As such, this requirement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (1) and FAR 13.5. This Agency intends to enter into a firm-fixed-price contract with Motorola, Inc., for testing, repair (return radios to their original factory specifications), and firmware upgrade of Motorola Subscriber Radios and their associated base stations. Types of radios consist of portables, mobiles, and consolettes. The NAICS code for this procurement is 811213 and the small business size standard is $7,000.000.00. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer No Later Than 29 March 2011, 1500 hours CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the government will proceed with the sole source negotiation with Motorola, Inc. Columbia, MD.
