The Department of Defense is conducting market research through a sources sought notice to identify qualified providers for life cycle logistical support of over 350 Joint Biological Agent Identification and Diagnostic System (JBAIDS) analyzers and laptops. This effort, managed by the Joint Project Management Office for Chemical, Biological, Medical Systems, is intended as a follow-on to the original development and production contract. The anticipated contract is expected to be awarded in fiscal year 2012 with an estimated total value not to exceed 4 million dollars over a five year period. Required support services include annual contractor logistics support for warranty repairs, analyzer refurbishment and recalibration, and software information assurance testing in compliance with FISMA. Additionally, the government is seeking engineering studies to reduce operations and maintenance costs and a potential option in 2015 to replace obsolete laptops and operating systems. A critical constraint for potential contractors is that the government does not possess the original equipment manufacturer technical data, detailed drawings, or software source code, requiring providers to have the independent expertise to maintain the polymerase chain reaction technology.
