Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

The Naval Air Systems Command (NAVAIR) plans to issue an order under Basic Ordering Agreement (BOA) N00019-04-G-0011, on a sole source basis, with Pioneer UAV, Inc. (PUI), 224 Schilling Circle, Suite 225, Hunt Valley, MD 21031 to acquire essential ongoing engineering and logistic support services necessary to maintain the Pioneer Unmanned Aerial Vehicle (UAV) Program. PUI is the sole designer, developer and manufacturer of the Pioneer UAV and is the only company with the unique knowledge, experience, technical expertise and technical data required to perform these efforts. Award to other than PUI would result in significant costs to assimilate the required learning for these tasks, a break of continuity and unacceptable delays in fulfilling the Navy?s requirements. The estimated period of performance is Jan 2007 through Dec 2007. THIS NOTICE OF INTENT IS NOT A REQUIEST FOR COMPETITIVE PROPOSALS. Responses to this notice can be sent to Michael.Mcloughlin@navy.mil.
