The Naval Sea Systems Command plans to award a sole source Basic Ordering Agreement to BAE Systems, located in Waterlooville, Hants, for a five-year period. This agreement covers the provision of materials, services, and documentation necessary for the full lifecycle support of the Common Neutralizer, including receiving, evaluating, inspecting, maintaining, disassembling, repairing, overhauling, refurbishing, assembling, and testing the system. BAE Electronics Limited is the exclusive designer, developer, and manufacturer of the Common Neutralizer, which is currently the only system that meets the U.S. Navy’s requirements. Consequently, the contract will be awarded without competition under the statutory authority that permits sole-source awards when only one source can fulfill the agency’s needs. The contract allows for the issuance of firm-fixed-price and cost-reimbursement orders under the Basic Ordering Agreement. Although the government intends to negotiate solely with BAE Systems for this requirement, the announcement is also intended to inform potential subcontractors. Companies interested in subcontracting opportunities are encouraged to reach out directly to the subcontracting department of BAE Underwater Systems Division. The effort is categorized under NAICS code 541330, which pertains to engineering services, highlighting the technical and specialized nature of the maintenance and repair work on the Common Neutralizer.
