The Naval Surface Warfare Center Panama City intends to award a sole source contract to Draeger Safety, Inc. for the acquisition of spare replacement components for the MK25 Underwater Breathing Apparatus. As the Original Equipment Manufacturer, Draeger Safety is the only source capable of providing parts that ensure compatibility and maintain the NAVSEA certification of this diving life support system. Using unauthorized substitutions would jeopardize the system's certification and overall mission safety. This presolicitation, identified by solicitation number N6133112T9714, specifies that the award will be based on a fair and reasonable price to the government, with an expected award date around September 21, 2012. The components are to be delivered to the Naval Support Activity in Panama City Beach, Florida. While this is not a request for competitive proposals, the government has provided a point of contact for companies seeking to have alternative systems tested and certified.

Full Description

The Naval Surface Warfare Center Panama City intends to solicit Draeger Safety, Inc., 101 Technology Dr. Pittsburgh, PA 15275 on a sole source basis for the acquisition of spare components for the MK25 Underwater Breathing Apparatus (UBA). This procurement is sole source for the following reasons: Draeger Safety is the Original Equipment Manufacturer (OEM) of the MK 25 UBA. As the OEM, only Draeger Safety can accurately provide the spare parts for the MK 25 UBA. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing the MK 25 UBA. The MK 25 UBA is a NAVSEA certified diving life support system (DLSS). The components and raw materials that make up the system fall within the scope of certification boundaries. Substitution of similar materials and components is not authorized without the expressed permission of NAVSEA 00C4, and requires an approved departure from the specification. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If a company has a system that they would like to be tested and certified, please contact Tim Reed at contact@example.gov. The basis of award is a fair and reasonable price to the Government. Award of action will be on or about 21 September 2012. These units will be delivered to the Naval Support Activity – Panama City, Receiving Officer, 101 Vernon Avenue, Panama City Beach, FL 32407.
