Army Contracting Command-Aberdeen Proving Ground (ACC-APG) plans to award a sole-source contract to Johnson Controls, Inc. for the procurement of repair parts specific to their proprietary equipment, including digital controls, packing kits, rotary actuators, unitary controls, and dampers. This sole-source award is justified under the statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1 because Johnson Controls, Inc. is the only responsible source with the required proprietary documentation to manufacture these parts, making full and open competition not feasible. The contract covers specific Johnson Controls parts essential to Army operations, and no solicitation will be issued to other potential suppliers. The notice serves only to inform potential offerors and is not a solicitation or request for proposals. Interested parties may submit written responses within three days of the notice publication to demonstrate their capability to provide these services, although the Government retains full discretion over whether to pursue competition. Responses must be detailed, cost-free, and submitted via email to the designated contracting officer, MAJ Michael Pavlisak. This acquisition supports the Department of Defense needs under NAICS code 334512 and will be managed from the ACC-APG office located in Aberdeen Proving Ground, Maryland.
