The contract pertains to the supply and repair/modification of fuel injection nozzles, specifically identified as NSN 7H-2910-015052582, with a quantity of 121 units to be delivered FOB origin to Delavan Inc. in West Des Moines, Iowa. The government intends to negotiate this contract with a single source under FAR 6.302-1, indicating that this is not a competitive solicitation but rather a notice of intent to award directly to one contractor. However, interested parties may express their interest and capability to fulfill the requirement or submit quotes, which will be considered before the award. The government has determined that it is uneconomical to acquire the data rights or reverse engineer the part to enable competition. This pre-solicitation notice, posted by the Department of Defense’s Navsup Weapon Systems Support office in Mechanicsburg, PA, invites responses within 45 days (or 30 days if under an existing Basic Ordering Agreement) but is not a request for competitive proposals. The government does not plan to use FAR Part 12 commercial item acquisition policies but allows vendors to propose commercial solutions within 15 days if available. Documents related to Military and Federal specifications can be accessed via the DoD Single Stock Point or ASSIST-Online, though technical drawings and similar materials are not stocked there. Overall, the contract reflects a sole-source procurement for specialized defense supplies where competition is restricted due to technical and economic factors.
