The contract involves the procurement of 18 units of a J-Panel Assembly Bit specified under NSN 7R-6610-992512718-AZ, intended for delivery to BAE Systems Integrated Defense in Austin, Texas. The procurement is designated as "FOB Origin," meaning the buyer assumes responsibility once the goods are shipped. This contract is issued by the Naval Supply Weapons Systems Support office within the Department of Defense, which has indicated that the purchase is to be negotiated with a single, government-approved source due to the critical nature of the item, which is flight essential and requires government source approval. The government currently lacks sufficient, accurate, or legible data to competitively procure this part from sources other than those previously approved. Potential suppliers who are not currently approved must submit detailed technical data as outlined in the Naval Inventory Control Point Philadelphia Source Approval Information Brochure to be considered. Offers missing this required documentation will not be considered. Source approval requests that are pending or cannot be processed in time may result in the government continuing the award based on existing approved sources to meet fleet support needs. This procurement is not a request for competitive quotes but allows interested parties to submit their capability and interest, which will be used solely to determine whether to proceed with a competitive process. The solicitation was posted in March 2011 and is managed by the Philadelphia office of Navsup Weapon Systems Support.

Quality requirements are stringent, requiring adherence to ISO 9001/SAE AS9100 standards and specific calibration protocols. The government intends to make a single award based on a trade-off where past performance is considered more important than price. Key contractual provisions include strict guidelines for Beyond Economical Repair (BER) determinations, Missing on Induction (MOI) protocols, and adherence to MIL-STD-2073 for packaging and MIL-STD-129 for marking.
