The contract involves the procurement of 10 units of a specific indicator panel (NSN 7H-6695-015016474-GL, TDP VER 007) intended for repair or modification purposes, with delivery terms FOB origin to Dynalec Corporation located in Sodus, NY. The Government is issuing a notice of intent to negotiate with a single source under a non-competitive procedure due to the proprietary nature of the data required to produce the item. It has been determined that acquiring the data rights or reverse engineering the part is not economically feasible, thereby limiting competition. Although this notice is not a solicitation for competitive quotes, interested parties may express their interest or submit quotes prior to award, which will be considered solely to assess whether a competitive procurement should be pursued. The contract references compliance with applicable Federal Acquisition Regulations (FAR), specifically ensuring offerors and products meet qualification requirements at the time of award. It highlights that acquisition policies for commercial items under FAR Part 12 are not being applied in this case, though parties may still propose commercial solutions within 15 days of the notice. Additionally, the acquisition may be subject to trade agreement regulations including the Buy American Act and the World Trade Organization Government Procurement Agreement. Relevant military and federal specifications are accessible from designated government repositories, though drawings and proprietary documents are not stocked publicly. The contracting office is part of the Navy Supply Systems Command Weapon Systems Support, based in Mechanicsburg, PA.
