N00164-18-Q-S001 - SOLE SOURCE - AN/SLQ-32(V)6 ANTENNA SUPPORT ELECTRONICS ASSEMBLY (ASEA) POWER SUPPLY - PSC 6625 - NAICS 334419 Issue Date 16 March 2018 - Closing Date 29 March 2018 Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP), supply contract IAW FAR 13, Simplified Acquisition Procedures. This is a combined synopsis and solicitation. SOLE SOURCE PROCUREMENT The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Linear Photonics, 3 Nami Lane, Suite 7C, Hamilton, NJ 08619, CAGE 3TMR5, under authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. There has been approximately 30 failures of the ASEA Power Supply in the past year in the SLQ-32(V)6 system installed in US war ships. These failures are directly attributable to excessive in rush current supplied to the ASEA Fiber Optic Transmitter Chassis by the ASEA Power Supply. An In-line current limiting device will prevent these failures and actively manage voltage and/or current from ASEA Power Supply. Linear Photonics is the OEM of the Fiber optic Transmitter Chassis. Due to the complexity of the circuitry integrated into the design of the Fiber Optic Transmitter Chassis. Selecting an alternative source would create the following undesired issues: significant duplication of costs, lack of knowledge of existing Fiber Optic assembly, and an increase in schedule/delivery date. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. CLIN 0001 Engineering Development Models (Minimum/Maximum Qty 2) CLIN 0002 Production Units (Minimum QTY 0, Maximum QTY 42) CLIN 0003 Technical Data Requirements - Not separately priced Inspection and Acceptance is to be at destination with delivery F.O.B. Destination: Crane IN 47522-5001. Please reference delivery schedule in RFQ. The anticipated award date is 07 May 2018. Quoter's prior to submitting a quote carefully review ALL sections and fill in all blanks. To be eligible for award of a Government contract, Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). CCR and ORCA have been recently incorporated into the Governments new point of registration, System for Awards Management (SAM). This site can be accessed at https://www.sam.gov. Re-registration may be necessary. This solicitation is being issued pursuant to the procedures at FAR Part 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-18-Q-S001 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. For changes made after the closing date, only those offeror's that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Quotes must be submitted in the format specified in the solicitation. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. The POC is Ms. Ashley Earls, Code 0243, Tel:812-854-4466, or email ashley.earls@navy.mil.
