NAVSUP Weapon Systems Support in Philadelphia plans to renew a Performance Based Logistics (PBL) contract with Hamilton Sundstrand/Pratt & Whitney Aeropower for the support of Auxiliary Power Units (APUs) and related components, covering multiple military aircraft platforms. This follow-on contract, potentially lasting up to 10 years starting in spring 2014, will require the contractor to continue provisioning, stocking, repairing, modifying, replacing, packaging, and storing ready-for-issue equipment within specified delivery timeframes. Hamilton Sundstrand will assume comprehensive responsibility for lifecycle management, including engineering and logistics support, reliability sustainment and improvement, configuration management, obsolescence resolution, and inventory control. Collaboration with various organic depots and execution or renewal of commercial service agreements will also be required. The contract covers APUs for Navy H-46, H-53, and V-22 aircraft, with possible expansion to include Air Force F-16 and KC-135 aircraft as well as Army CH-47 and H-60 platforms. Hamilton Sundstrand is the sole source due to its exclusive access to critical technical data, engineering expertise, original equipment manufacturer (OEM) intellectual property, and depot repair manuals necessary for sustaining and enhancing the APUs' reliability and performance. This exclusivity justifies a sole source acquisition approach under existing statutory authority. Subcontracting opportunities are available through Hamilton Sundstrand. Key components covered include a wide array of APUs, fuel control assemblies, power units, and other critical parts across Navy, Army, and Air Force systems.
