The contract involves the procurement of a single unit of a power supply assembly used for repair or modification purposes. The Government intends to award the contract on a sole-source basis to Frontier Electronic Systems Corp., located in Stillwater, Oklahoma. This action is not a solicitation for competitive quotes but rather a notice of intent to negotiate exclusively with the identified source due to their unique design capabilities, engineering expertise, and proprietary manufacturing knowledge essential for maintaining the quality of the part. Any interested parties may express their interest, submit quotes, or capability statements prior to the award date; however, the Government retains the discretion to proceed without competition based on the responses received. Engineering source approval from the Government's design control activity is required to ensure quality standards, and any alternate source must undergo qualification procedures approved by the appropriate Government engineering authority. The data rights and technical information necessary for manufacturing are held by the approved source and are not economically available to the Government, reinforcing the sole-source approach. Additionally, relevant Military and Federal specifications and standards can be accessed through designated DoD resources, although certain detailed documents like drawings and deviation lists are not stocked. Proposals will be considered within a 45-day window after the notice publication, and the Government does not intend to apply commercial item acquisition policies for this procurement. The contract is managed by the Navsup Weapon Systems Support Mech office in Mechanicsburg, Pennsylvania.
