The contract involves the procurement of ten units of a power supply component, identified by the National Stock Number 7R-6130-014779572-FX, for repair or modification purposes under the solicitation number N0038312PG031. The delivery terms are FOB Origin, and the supplies are to be issued to Data Link Solutions LLC located in Cedar Rapids, Iowa. This acquisition is planned as a sole-source procurement due to the government's reliance on the current approved source, as the item is flight critical and requires government source approval prior to contract award. The government does not possess sufficient technical data to support full and open competition, emphasizing that only previously approved sources may be solicited. Potential vendors must submit required information according to specified NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Brochures for either spares or repairs if they wish to be considered for future approval and possible competition. The government will consider any quotes submitted before the award date, but the decision not to compete remains at their discretion. Timely source approval is critical, and if the evaluation process cannot be completed promptly, the contract award will proceed with the current approved source to meet fleet support requirements. The contract is managed by the Navsup Weapon Systems Support office under the Department of Defense, based in Philadelphia, Pennsylvania.
