AI Contract Overview

The contract involves the procurement of two units of a specific item identified by NSN 7H-6130-015737218, designated as a power supply currently undergoing repair or modification. The delivery terms are FOB origin, with the items to be issued to Argon ST Inc. located in Newington, Virginia. This acquisition is being conducted under a sole-source negotiation process, indicating the government intends to negotiate exclusively with one supplier due to the lack of suitable technical data, government data rights, or manufacturing knowledge that would allow for competition or alternate sources. The item must be sourced from an approved manufacturing source as defined by DoD-STD-100, and attempts to acquire from other sources or qualify alternative parts are not feasible because necessary data or rights are not economically obtainable. This solicitation, posted by the Naval Supply Weapon Systems Support Office under the Department of Defense and located in Mechanicsburg, Pennsylvania, is a presolicitation notice rather than a request for competitive quotes. While potential vendors may express interest and submit quotes before the award date, the government reserves the right to proceed without competition based on the responses. The primary intent of this notice is to assess whether a competitive procurement is possible, but ultimately the decision to forgo competition rests solely with the government. The overall approach reflects the specialized nature of the part, the constraints on data availability, and the necessity of maintaining source control for defense-related equipment.
