The contract involves the procurement of 13 units of a commercial/nondevelopmental/off-the-shelf power supply unit identified by NSN 7H-6130-015879940, with the delivery terms being FOB origin to PowerStar Inc. in Gaithersburg, Maryland. This is a notice of intent to negotiate exclusively with a single source under FAR 6.302-1, rather than a solicitation for competitive bids. However, the government invites any interested parties to express interest or submit quotes, which may influence whether the procurement will proceed on a sole-source or competitive basis. Responses are to be received within 45 days of the notice, or 30 days if the award is through an existing Basic Ordering Agreement, but the final decision to compete remains at the discretion of the government. The contract is issued by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, and relates to the repair or modification of a power supply unit. The contracting approach is not based on FAR Part 12, Acquisition of Commercial Items, despite the item’s commercial nature. Interested entities can access relevant military and federal specifications and standards through the DoD Single Stock Point or online resources. Qualification requirements will be verified at award in accordance with FAR clause 52.209-1. While this action is intended as a sole-source negotiation, the government remains open to receiving information that may prompt a competitive procurement.
