The Social Security Administration conducted a Competitive Sourcing Study for telecommunications specialist activities at the Office of Hearings and Appeals Central Office Skyline Facilities located in Falls Church, VA. This streamlined competition began on July 1, 2005, and concluded with a performance decision certified on August 26, 2005. The study was carried out in accordance with OMB Circular A-76, revised in 2003. The incumbent personnel performing the work were two full-time government employees. The Low Cost Provider was determined to be the Agency Provider, meaning the work will continue to be performed by government staff rather than outsourced. Consequently, a Letter of Obligation will be awarded between the Agency Provider and SSA. This announcement clarifies that it is not a solicitation and no solicitation will be issued as a direct result of this competition. The contracting officer responsible for this matter is Randy Pickwell, who can be contacted for questions or comments strictly via email. The study was overseen by SSA leadership including Commissioner Jo Anne B. Barnhart, with Eileen McDaniel serving as the Authorizing Technical Official. The competition addressed telecommunications technician activities under NAICS code 811213 and was managed by the Social Security Administration’s Office of Acquisition Grants based in Baltimore, MD.
