The contract involves the procurement of two units of a centrifugal pump identified by NSN 7H-4320-015534665, under TDP version 001, to be delivered FOB origin to Crane Pumps & Systems Inc. in Piqua, Ohio. This procurement is being handled as a sole-source negotiation, meaning the Government intends to contract with only one supplier, without requesting competitive quotes. Interested parties may express their interest or submit quotes before the award date, but the Government retains full discretion over whether to pursue competitive bidding based on those responses. The Government does not possess the data rights necessary to source this part from other suppliers, and acquiring these rights or reverse engineering the part has been deemed economically unfeasible. The contract references conditions that preclude competitive procurement due to proprietary data and economic constraints. The Government’s decision to forgo competition is guided by these factors, highlighting the specialized nature of the requirement and the limitation on alternative sources.
