This contract involves the procurement of a single pump-motor assembly, identified by NSN 7H-4320-014824667, with delivery to Carver Pump Co. in Muscatine, Iowa, under government terms FOB origin. It is issued by the Department of Defense's Naval Supply Systems Command (Navsup) Weapon Systems Support Mechanical office in Mechanicsburg, PA. The procurement method is a sole-source negotiation under FAR 6.302-1, as the government intends to contract exclusively with one approved source due to the unique engineering design, proprietary manufacturing knowledge, and technical data held by the current supplier, which are vital to ensuring part quality and reliability. Alternate sources must undergo a stringent qualification process approved by the relevant government engineering authority to assure compliance with design control and performance standards. Although this notice is not an invitation for competitive bids, interested parties may express interest or submit capability statements or quotes for consideration before contract award. The government will use any received responses primarily to determine whether to pursue competitive procurement. This acquisition does not fall under FAR Part 12 for commercial items based on market research, but interested parties may still suggest commercial item solutions within specified timeframes. Relevant military and federal specifications and documentation are accessible through the DoD Single Stock Point and ASSIST online resources, though some design-specific documents are not publicly stocked. The government's discretion governs the final decision to award without competition.
