The contract involves the procurement of a single rotary pump unit for repair or modification, identified by the National Stock Number 7H-4320-012189959. The delivery terms require the item to be FOB origin, with shipment directed to Parker-Hannifin Corporation located in Irvine, California. This action is a notice of intent and not a solicitation for competitive quotes; the government intends to negotiate exclusively with one source due to the proprietary nature of the data required for the part. The government does not own or have economical means to acquire the rights to the technical data necessary for manufacturing the item from other suppliers, and reverse engineering the part has been deemed uneconomical. The contracting agency is the Department of Defense’s Naval Supply Systems Command Weapon Systems Support, based in Mechanicsburg, Pennsylvania. Although the government is open to receiving expressions of interest or quotes, any decision not to pursue competitive procurement remains at the agency’s discretion.
