The Department of Defense, through the NAVSUP Weapon System Support office based in Mechanicsburg, PA, plans to award a contract to Exlar Corporation for the refurbishment of two units identified by NSN 2S 3010-01-534-6247-A3, following the guidelines specified in SUBMEPP Refurbishment Instruction 5950-012-0001 Rev A. This contract will be issued as a Not-To-Exceed (NTE) order and is being procured by direct negotiation with a single source under FAR 6.302-1, indicating a sole-source procurement. The acquisition focuses on specialized refurbishment services under NAICS code 333612 and is not utilizing commercial item acquisition procedures under FAR Part 12, based on prior market research. While the government intends to proceed with Exlar Corporation as the sole source, it has allowed a 10-day window from the notice posting for any interested parties to express their capability of meeting the requirements with a commercial item. The solicitation for this refurbishment work was publicly posted on September 18, 2015, on the official government contracting portal, with the details accessible for interested entities to review and potentially submit their capability statements. This approach highlights the government's need for a specific, specialized refurbishment service to maintain weapon system readiness efficiently.
