The contract involves the repair of three units of a specific circuit card assembly identified by NSN 7HH 5998 004485718, Design 47496, with delivery terms FOB origin and includes a 100 percent option quantity. This action will be conducted under a sole-source procurement, authorized by FAR 6.302-1, meaning the government initially intends to negotiate exclusively with one source due to the lack of available data rights and the uneconomical nature of acquiring or reverse engineering the necessary technical data. Despite the sole-source intent, the government invites all responsible suppliers to express their interest and capability by submitting proposals, quotations, or capability statements within a prescribed timeframe. The submitted information will assist the government in deciding whether to pursue a competitive acquisition. The solicitation is managed by the Department of Defense's Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania. Interested parties may access relevant military and federal specifications and standards through DoD’s designated document services, although certain proprietary drawings and patterns are not publicly available. Furthermore, the government is not utilizing commercial item acquisition policies for this procurement, but suppliers can indicate if they can meet requirements with a commercial item. Responses received within 45 days (or 30 days under an existing Basic Ordering Agreement) after the notice publication will be considered. The final decision to compete the contract or proceed with sole-source negotiations remains at the government's discretion based on market input.
