The contract involves the procurement of two units of a specific part identified by NSN 7G-7730-015324524, with TDP version 004, to be delivered FOB origin. The contract is issued to Mnemonics Inc. located in Melbourne, Florida. This acquisition is non-competitive, with the government expressing an intent to negotiate solely with a single source due to the specialized nature of the item, which is controlled by a manufacturing source as defined by DoD standards. The required part lacks suitable technical data, government rights, or manufacturing knowledge necessary to allow procurement from multiple sources or qualification of alternate parts, thus limiting competition. The contract pertains to the repair or modification of a satellite receiver, under solicitation number N0010417PDD33, managed by the Navsup Weapon Systems Support Mechanical office within the Department of Defense at Mechanicsburg, Pennsylvania. Although the government invites interested parties to express their interest or submit quotes before award, any decision to proceed without competition rests solely with the government. The acquisition aligns with regulations emphasizing source control and acknowledges the absence of adequate technical data packages or government-held data rights that would otherwise permit multiple sourcing options.
