The Department of Veteran Affairs in West Haven, CT, intends to award a sole source contract to Voicebrook, Inc. for a one-year maintenance and support agreement for the Voicebrook VoiceOver Anatomic Pathology software. This software enables dictation of pathology reports that integrate directly into the VA VISTA computer system. The software has already been purchased and is in use throughout VISN 1, and this contract will cover servicing those existing installations. The sole source award is justified because Voicebrook is the exclusive authorized provider of maintenance and support for the VoiceOver product, as confirmed by a statement from the company's Chief Operating Officer. No market research was conducted since no other vendors are authorized to service this software. The anticipated contract is governed by the Federal Acquisition Regulation (FAR) provisions related to sole source procurement when only one responsible source exists and no alternatives satisfy agency requirements. This procurement falls under the micro-purchase threshold but does not exceed the simplified acquisition threshold. The government will consider written responses submitted by interested parties by April 28, 2015, though the decision to compete remains at the government's discretion. Contracting Officer Carl Langer has certified the accuracy and completeness of the sole source justification in line with FAR guidelines. The contract details include the solicitation number VA24115Q0407, with the primary NAICS code 541511, indicating computer systems design services.
