The US Department of Veterans Affairs, New York Harbor Healthcare System, plans to award a sole source contract to Mobius Bionics, LLC for the preventive maintenance, diagnostic services, and repairs of eight LUKE Arm prosthetic limbs. This contract, justified under the authority that only one responsible source can fulfill the agency’s needs, will be a firm-fixed price agreement with an initial period of twelve months and an option for an additional year. The contractor is required to provide all necessary labor, tools, materials, parts, updates, and services in alignment with original equipment manufacturer standards to ensure the prosthetic limbs remain fully functional. The contract emphasizes strict adherence to approved service procedures without altering the veteran’s limb prescription unless authorized by the Contracting Officer. The notice is not a request for competitive quotations, but it invites responsible sources to submit capability statements by October 16, 2017, which the government will consider before proceeding. Should no viable alternative responses be received, negotiations will proceed solely with Mobius Bionics. The contractor must also perform a free assessment and service inspection within six to eight months of the contract period, including any necessary software or programming updates. This acquisition covers only commercial products and explicitly excludes experimental items, ensuring all services conform strictly to VA requirements and OEM standards.
