The Department of Veteran Affairs Network Contracting Office 16 intends to award a sole-source purchase order to Philips Healthcare for the repair of a Philips Model IU-22 Diagnostic Ultrasound System at the Overton Brooks VA Medical Center. Scheduled for performance between April 16, 2014, and May 7, 2014, under NAICS 541330, the procurement is justified by the need for proprietary software updates and factory-certified expertise available only through the original equipment manufacturer. All work must be performed according to OEM specifications during standard business hours, with the vendor providing necessary training documentation and service tickets to the Biomedical Engineering section. This notice serves as a presolicitation and is not a formal request for quotes, though the government will consider capability statements from other responsible sources that can provide clear evidence that competition would be advantageous. Interested parties were required to submit their responses by April 11, 2014, and must be registered in the System for Award Management to be eligible for award. The final determination regarding competition remains at the sole discretion of the government.
