This contract outlines a sole source procurement action under Federal Acquisition Regulation (FAR) 6.3, specifically justifying the award without full and open competition due to the requirement for remanufactured repair parts for Caterpillar and John Deere engines from a single authorized provider, D & W Diesel. The justification is based on FAR provision 6.302-1, indicating that only one responsible source can satisfy the agency's specific technical and quality demands. The vendor must supply remanufactured parts, such as oil pumps, fuel injectors, turbochargers, and fuel pumps, that meet original equipment manufacturer (OEM) standards and proprietary overhaul procedures. Additionally, the vendor is required to have authorization from key manufacturers like BOSCH and MINIMEC-CAV and provide warranty coverage for at least 12 months. The contract stipulates stringent vendor requirements including adherence to detailed military and OEM technical manuals, timely delivery within 15 calendar days, and the capacity for audit and inspection by CSMS-East personnel to ensure quality compliance under ANSI/ISO/ASQ Q9001-2008 standards. The procurement involves both delivery of parts and core pickup, with costs inclusive of transportation. Technical support and training provisions are also mandated to maintain the performance and reliability of the overhaul work. This procurement is managed through the Department of Defense at Fort Indiantown Gap, Annville, PA, reflecting a sole source justification where no alternative suppliers have the technical capability or authorization to meet these specialized requirements.
