The U.S. Coast Guard is preparing a procurement for the drydocking and repair of the USCGC BRISTOL BAY, a 140-foot ice-breaking tug, along with a 120-foot aids to navigation barge, both homeported in Detroit, Michigan. The work is to be conducted at a contractor’s facility within the Great Lakes region and includes a comprehensive range of maintenance tasks such as routine drydocking, welding repairs, hatch renewal, propeller inspection and repairs, cleaning and testing of grid coolers and exhaust systems, overhauling various components including blowers, valves, and anchor windlass, as well as preserving structural elements like weather decks, superstructure, and underwater body. The contract requires all welding and brazing to be performed by welders certified according to applicable regulatory codes. The estimated value of the procurement, covering the base period and all option years, falls between $100,000 and $500,000. While the acquisition will initially be released under full and open competition, the Coast Guard is evaluating the possibility of setting it aside exclusively for small business concerns located within the defined geographic area of the Great Lakes. Interested small business firms, defined as those with fewer than 1,000 employees, are encouraged to express their intent to bid by a specified deadline. Responses must include a positive statement of intent to submit a bid as a prime contractor and be sent by email or fax to the designated official, enabling the Coast Guard to determine whether a small business set-aside is appropriate.
