The contract involves the procurement of eight units of a specialized linear direct valve part, identified by NSN 7H-4820-012604183 and governed by Technical Data Package version 003. The delivery terms are FOB Origin, with the items to be issued to Parker-Hannifin Corporation located in Irvine, California. This acquisition is a non-competitive, sole-source negotiation under FAR 6.302-1, meaning the Government intends to contract with only one supplier due to the exclusive rights and data limitations. The Government does not possess the data rights or technical information necessary to procure the parts from other sources, nor is it cost-effective to acquire these rights or attempt reverse engineering. Although this is not a solicitation for competitive proposals, interested parties may express their interest or capability to fulfill the requirement within specified timeframes. Responses will be considered to determine if a full competitive procurement is warranted, but the decision to compete remains at the Government’s discretion. The acquisition is conducted outside of FAR Part 12 commercial item acquisition policies, reflecting the specialized and proprietary nature of the requirement. Relevant military and federal standards and documentation can be accessed through official DOD resource channels, but certain technical drawings and patterns are not publicly available.
