The contract involves the acquisition and repair/modification of a specific part identified as NSN 7H-7025-016214945, with a quantity of 11 units to be delivered FOB origin to General Dynamics Information Technology in Westwood, Massachusetts. This procurement is handled under a sole-source justification, as the Government intends to negotiate exclusively with one approved source due to the specialized engineering design, manufacturing, and repair knowledge unique to that source. This contract is solicited under the authority of FAR 6.302-1, which allows non-competitive negotiations with a single source. While this notice is not a solicitation for competitive bids, other interested parties may express interest or submit quotes within a designated timeframe; however, the Government retains discretion over whether to pursue a competitive procurement based on the responses received. The procurement does not follow the commercial item acquisition policies outlined in FAR Part 12, although commercial item proposals may still be considered within 15 days of the notice. The acquisition is subject to compliance with applicable trade agreements, including the Buy American Act and the World Trade Organization Government Procurement Agreement.
