The contract involves the procurement of two units of a specific item identified as NSN 7H-3040-013536367, version TDP 004, intended for Beaver Aerospace & Defense Inc. in Livonia, Michigan. The delivery terms are FOB origin, meaning the government takes ownership at the point of shipment. This action is a notice of intent to enter into a sole-source contract, meaning the government plans to negotiate exclusively with one supplier due to proprietary restrictions—specifically, the government does not own or have economical access to the data or rights required to obtain this part from alternate sources, nor is reverse engineering considered viable. While not a solicitation for competitive quotes, interested parties may express their capability or submit quotes for consideration prior to award, though the government retains discretion over whether to pursue competition. The government references FAR 6.302-1 as the authority for this sole-source procurement and clarifies that the policies under FAR Part 12 for commercial items do not apply here. Interested parties are encouraged to review related military and federal standards and specifications available through the DoD Single Stock Point and online via ASSIST-Online, though certain technical documents such as patterns and drawings are not stocked and must be requested separately. The contract is managed by the Navsup Weapon Systems Support Mech office within the Department of Defense, based in Mechanicsburg, Pennsylvania. All proposals received within the specified timeframe will be assessed to determine whether a competitive process is warranted, but ultimately the award decision remains with the government.
