Page 3 of 3 This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Ann Arbor, MI. An Invitation for Bid (IFB) will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about June 20, 2020 for construction project no. 506-20-209 Replace Air Handler at the Ann Arbor VA Medical Center, Ann Arbor, Michigan. The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: Furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to complete 506-20-209 Replace Air Handler at the Ann Arbor VA Medical Center, Ann Arbor, Michigan. This project will include: This project will to remove and replace existing internal components in AHU 1 & 2 at Building 31. The new components will address issues of cooling coil leaks and draining issues, as well as the replacement of existing cracked steam headers located at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, Michigan as shown on the drawings and described in the specifications. Components replaced in both air handlers include: Cooling coils Heating coils Heat recovery coil (AHU-1 only) Humidifiers Supply fans Outside air control dampers Addition of final filters Access sections (to be relocated or removed) In addition to component replacement, additional repairs are to include, but not limited to: Interior casing rust Providing epoxy protection prior to new component installation Exterior casing rust Rust to be repaired, sanded, & rust inhibitor applied to repaired areas Door seals, holes & air leaks Conversion of all components to Direct Digital Control (DDC) including control valves listed. The existing air handling units AHU-1 and AHU-2 serve the critical lab functions of Building 31 and work shall be carefully coordinated with the VA COR. Equipment shutdowns, testing and commissioning of systems shall be as outlined. Components including temporary heating and cooling, temporary power and components necessary to facilitate the construction work must be on-site, installed and coordinated prior to receiving approval for that construction phase. This includes but is not limited to, exercising existing isolation valves and replacing/repairing to allow for coil replacement work. The IT Security requirements for Certification & Accreditation requirements do not apply and a Security Accreditation Package is not required. The contractor and all sub-contractors will be required to complete annual privacy training by reading and signing the Privacy Training TMS 20939 prior to beginning any work. The General Contractor will receive an estimated 120 days to complete the construction. The North American Industry Classification Code (NAICS) for this procurement is 238220 Plumbing, Heating and Air-conditioning size standard $16.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $500,000 and $1,000,000.
