Solicitation # 36C26326R0069_2
The Department of Veterans Affairs, through Network Contract Office 23, is seeking Expressions of Interest for a new-replacing PACT compliant Community Residential Recovery Center (CRRC) leased premise in Davenport, Iowa. This market research effort aims to identify qualified business concerns for the design, construction, and management of a federal leased facility for a term of up to 20 years, with a planned occupancy date of October 2028. The government is specifically evaluating the availability of Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) under NAICS code 531120 to determine if the project can be set aside for these entities. Eligible properties must meet strict pass/fail criteria, including being located outside a 100-year floodplain, providing at least 70 parking spaces within 500 feet of the entrance, and being within 0.5 miles of public transportation. The facility must be a contiguous ground-level space that adheres to ABAAS, VA Barrier Free Design Standards, and Department of Justice vulnerability assessments. Interested parties must submit a Capabilities Statement demonstrating experience with at least three similar federal or healthcare projects from the last five years, evidence of a $100,000 bid bond capacity, and proof of SDVOSB or VOSB status via VetCert and SAM.gov.
