AI Contract Overview
Solicitation 36C24826Q0596 for the maintenance and service of the Humidifier Reverse Osmosis Water Treatment System at the Malcom Randall VA Medical Center in Gainesville, Florida, has been canceled in its entirety due to insufficient information regarding the existing system configuration and site conditions. During a scheduled site visit, government personnel were unable to locate and verify the existing RO water treatment system, leaving critical details about its configuration, equipment specs, and operational parameters unresolved. Without this foundational information, the Government determined it could not support fair and accurate competition among potential offerors, making continuation of the solicitation unfeasible. All submitted proposals will not be evaluated, and no award will be made under this solicitation. The Government plans to reassess the requirement, secure accurate technical data, and potentially reissue a revised solicitation at a later date. Offerors are advised to monitor SAM.gov for future opportunities. The solicitation, initially structured as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 221310, intended to contract for comprehensive maintenance, consumable replacement, and operational support of the RO system over a five-year period with a base year and four one-year options. Performance was to occur at the Gainesville facility, with deliverables including monthly preventive maintenance, system uptime of at least 95%, and timely response to issues. Proposals were to be evaluated on Technical Approach, Past Performance, and Price—weighted significantly toward technical and performance merits over cost, with a trade-off approach for award rather than LPTA. Contract administration required electronic invoicing via VA’s EIPPS system, compliance with federal labor standards including minimum wage and service contract obligations, and adherence to supply chain security restrictions under NDAA Section 889 and Executive Order 14026. All offerors were required to be registered in SAM.gov and to certify their SDVOSB status as well as provide UEI and CAGE information. Packaging, marking, and preservation specifications were not defined, and no explicit contract type or pricing data was included in the solicitation documents. The contracting officer, John H. Shultzaberger of the Department of Veterans Affairs Network Contracting Office 8 in Tampa, Florida, was the point of contact, with no named COTR or COR identified.

Full Description
The Government has determined that cancellation is necessary due to insufficient information regarding the existing system configuration and site conditions required to support vendor proposal development.
Specifically, during the scheduled site visit, the Government was unable to identify and verify the location of the existing Humidifier Reverse Osmosis (RO) Water Treatment System. As a result, the Government is unable to provide adequate responses to vendor questions related to system configuration, equipment details, and operational requirements.
Due to these uncertainties, proceeding with the solicitation would not allow for fair and accurate competition.
The Government intends to reassess the requirement, locate and verify the existing system, and obtain the necessary technical information. A revised solicitation may be issued at a later date once sufficient details are available. IMPORTANT NOTES TO OFFERORS - This solicitation is hereby canceled, and no award will be made under Solicitation 36C24826Q0596. - Any proposals submitted will not be evaluated. - Offerors are encouraged to monitor SAM.gov for any future re-solicitation of this requirement.
