Q1. There is a discrepancy in the SOW. On page 5 of the Solicitation, under New Light Pole concrete base, paragraph 1, it states that a 3/4 thick grounding rod is to be used. On page 6 of the Solicitation, under Material Components, paragraph 5, it states that a 5/8 thick grounding rod to be used. What is the size that you are asking to be used? A1. Answer: 5/8 thick grounding rod, as stated in the Material Components section, is the correct size. Q2. On light pole 1-10 there is an additional box attached to it. What s in the box and does it require special treatment? A2. Answer: The box contains chains to barricade the adjacent road if needed. No electricity in the box. Paint as needed. Q3. The Overview, paragraph 2, of the SOW states that there are approximately 31 light poles that require paint repair, not entire repaint. There are 26 poles that have the bases being replaced that are identified. Please confirm that those same 26 are the ones that require paint repair and identify the five (5) additional poles require this paint. A3. Answer: For the 26 poles receiving new concrete bases; re-paint/rust repair treatment shall be required for the entire pole (including its breakaway base), and re-stencil with its corresponding pole ID number. For the other 17 poles, affected by this project, but not receiving a new concrete base, they will be required to receive re-paint/rust repair treatment (touched up), where needed. Re-stencil with its corresponding pole ID number if necessary. Q4. To what extent must the poles be painted? Is the expectation to remove rust and flaking old paint and re-paint the entire pole? A4. Answer: Refer to the answer A3. Q5. It was stated at the site visit that there might be conduit in the poles that is metal and not PVC. The Solicitation states on page five (5) under the New Light Pole concrete base section in paragraph 2, Conduit installed and the conductors shall be the same size and type as the ones removed. Please confirm that you want these to be replaced with PVC conduit and that PVC is to be used on all. That wiring being replaced is to be the same size and type but will likely need to be longer than existing to accommodate the taller light pole bases. A5. Answer: Yes. PVC is to be the material to be used for the new concrete base conduits. Q6. Do you know how deep the current bases extend into the ground? A6. Answer: The current depth of the existing concrete bases is unknown. Q7. Can you identify what type of surface is around light poles that need to be replaced and how many of each type (Grass/lawn, Asphalt, Concrete, Gravel)? A7. Answer: The surface around the light poles is grass/lawn, except pole 113-8 which is asphalt pavement. Q8. Please confirm that work and updates to wiring within the light pole will be completed by the VA in the time that the pole is downed, while the old base is removed and the new base is being created & cured. A8. Answer: Yes. The VA will perform this work. Q9. Please confirm that all light poles and break-away bases are intended to be re-used. A9. Answer: Yes. All the light poles and break-away bases are intended to be re-used. Q10. To what extent is the contractor expected to restore the grass/lawn in the affected area? A10. Answer: The contractor is expected restore the surface around the pole with in kind materials. Q11. There is indicated 26 bases needing replacement and 31 poles to touch-up. Are the 31 poles in addition to the 26 base replacement count for a total of 57 poles? A11. Answer: Refer to the answer A3. Q12. The poles can be placed proximal to the removed bases. Can they be painted or touched up at that same location or moved to an on-site lay down area? A12. Answer: Yes. Q13. Will fencing be required at each base when performing work? Steel or orange fence? A13. Answer: Yes. An orange snow fence can be used. Q14. Will concrete testing be required? A14. Answer: Yes. The Contractor is required to do the concrete testing, as per your structural engineer of record recommendations.
Q15. Will a structural engineer be required for the base construction? A 15. Answer: Yes. Q16. Bullet point a page 5 of the 41 page RFP indicates to re-pull conductors if in good condition . Does this mean some existing conductors be used at other locations? Or all conductors must be new? A16. Answer: All underground conductors should be replaced with new. Above ground conductors inside pole can be reused, if in good condition. Q17. If precast bases are employed are there any special tamping requirements? A17. Answer: This will be as per your structural engineer of record recommendations. Q18. There is no reference to a bid bond/bonds. Will these be required and if so, is there is magnitude for the overall project? A18. Answer: No bid bond/bonds. Q19. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? A19. Answer: This project is a new contract. Q20. We are looking to verify whether or not this RFQ is only to be bid on by SBE/DBE companies or if all responses will be considered. I am referring to small or disadvantaged businesses as the below statement is outlined on page 40 of the RFQ provided for this project. A20. Answer: This requirement is a Small Business Set-Aside. Q21. Could you kindly email me the list of GC bidders or plan holders for this project? Alternatively, if you could direct me to someone who would have this information, please let me know. A21. Answer: We do not have a list of G.C. bidders or plan holders for this project. Q22. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
