The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 10, plans to negotiate a sole source, firm-fixed price contract with Abbott Laboratories for the Optis Mobile System at the Louis Stokes Cleveland VA Medical Center. This intended award will follow FAR Subpart 13.2 procedures and is based on the Government's determination that Abbott Laboratories is the only source capable of fulfilling the requirement. The contract will be awarded to Abbott Laboratories located at 200 Abbott Park Road, Abbott Park, IL. Interested parties may submit capabilities statements or quotations by the specified deadline, but this notice does not constitute a solicitation or request for proposals and no solicitation package is available. The contract incorporates a clause addressing diversity, equity, and inclusion (DEI) discrimination consistent with Executive Order 14398. Abbott Laboratories, as the contractor, agrees not to engage in racially discriminatory DEI activities and to comply with reporting and compliance requirements, including providing access to records as requested by the Contracting Officer. Noncompliance may result in contract termination, suspension, or ineligibility for future government contracts. Subcontractors will also be bound by these requirements where applicable.
