The U.S. Department of Veterans Affairs, through Network Contracting Office 22 in Tucson, Arizona, intends to award a sole-source, firm-fixed-price contract to Belimed, Inc. for the preventive and corrective maintenance of Belimed sterilizers, washers, and ultrasonic cleaners across all campuses of the VA San Diego Healthcare System. This follow-on contract is justified under FAR 6.302-2 due to the proprietary nature of Belimed equipment, which restricts maintenance and repair services to only the original equipment manufacturer or an authorized vendor. The base period spans ten months from June 1, 2026, through March 31, 2027, with four additional one-year option periods extending through March 31, 2031. The total estimated contract value is $877,751.33, covering all equipment, labor, parts, and services required for seventeen specific Belimed devices, each uniquely identified by serial number. Services include quarterly preventive maintenance inspections, 24/7 telephone support, on-site corrective repairs with a 48-hour response requirement, and replacement of defective parts on an exchange basis within eight hours. All maintenance must adhere strictly to Belimed’s OEM specifications, FDA guidelines, and international medical equipment standards, with all newly installed parts becoming government property upon installation. All work must be performed on-site at the VA San Diego Healthcare System facilities, primarily at 3350 La Jolla Village Drive, San Diego, CA, during normal business hours of 8:00 AM to 5:00 PM, Monday through Friday, with after-hours work requiring prior authorization. Vendor personnel must wear government-issued badges, park only in designated areas, and check in and out with both police services and the Contracting Officer’s Representative. Equipment containing sensitive data may not be removed without a signed property pass and approval from the Facility Information Security Officer, and hard drives must be disposed of per local policy. The vendor must be an officially authorized Belimed service provider, capable of supplying OEM parts and software, and must submit electronic field service reports within five business days of each visit. Invoicing is required electronically via VA’s EIPP system through OB10 in X12 EDI format, with no paper submissions permitted.
