AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 05 at the VA Maryland Health Care System, intends to award a sole-source, firm-fixed price service contract to GE Healthcare for comprehensive preventive maintenance and service support of all GE diagnostic imaging equipment located at the Baltimore and Perry Point VA Medical Centers. This action is justified under FAR 13.106-1(b)(1)(i) due to the unique requirement for original equipment manufacturer (OEM) resources, as only GE Healthcare possesses the proprietary software, parts, clinical application support, and system configurations necessary to maintain the covered equipment. The contract will cover a range of critical imaging systems including Definium 656 HD, FlashPad digital detectors, OEC SERIES 9900 ELITE, XELERIS WORKSTATION 4.X, Discovery NM/CT 870 DR, Optima NM/CT 640 DR, and LOGIQ E10 R2, with all new GE equipment purchased under VA797H-17-D-0024 automatically added via contract modification. Service requirements include 97% uptime for most systems, a 95% uptime commitment for the LOGIQ E10 R2, 30-minute phone response for specified models, 4- to 6-hour on-site response times depending on the equipment, and next-day parts delivery by 10:30 AM local standard time. Field service engineer coverage is Monday through Friday from 8 a.m. to 5 p.m., with extended hours until 9 p.m. for the Definium 656 HD and Discovery NM/CT 870 DR. The contractor must adhere to manufacturer-recommended preventive maintenance schedules and VA Biomedical Engineering protocols, submit detailed service reports within two weeks of each service event, and maintain active VA-approved Memorandum of Understanding/Interconnection Security Agreement and Business Associate Agreement to ensure secure remote access and compliance with Protected Health Information handling requirements. The performance period is 12 months from the date of award, with operations at the Baltimore VA Medical Center at 10 N. Greene St., Baltimore, MD, and the Perry Point VA Medical Center at 59 Avenue D, Perry Point, MD. The NAICS code for this procurement is 334517, and the product service code is J065.
