The Department of Veterans Affairs, through Network Contracting Office 10, intends to sole source a firm-fixed-price contract to Siemens Med Solutions USA, Inc. for the upgrade of the Syngo MRI System at the Cincinnati Veterans Affairs Medical Center. The procurement is limited to one vendor because Siemens, as the original equipment manufacturer, possesses unique and highly specialized knowledge necessary to support and upgrade the proprietary Syngo.via system, making it the sole qualified source capable of delivering the required hardware and services at the necessary quality level. The contract will include a rack mount server configured as a Syngo.via server XL with automatic software updates, five years of 24x7 prime hardware support for an HPE DL380 Gen11 server, and eight hours of project management services to ensure seamless implementation of the existing software environment. The acquisition falls under NAICS code 334517 for Irradiation Apparatus Manufacturing and PSC 6525 for Medical Imaging Equipment and Supplies, and is being conducted under FAR Part 12 for commercial items, with sole source justification permitted under GSAR 538.7104-3 due to the technical uniqueness of the system. The anticipated award date is July 20, 2026, and the contract will be issued as a one-time, non-competitive award. Interested parties may submit a letter of interest demonstrating capability, certifications, and clear and convincing evidence that competition would be advantageous to the government, but only if submitted via email to Barbara Robertson by June 26, 2026, at 4:00 PM EST, with the proper subject line. No telephone inquiries will be accepted, and late or non-compliant responses will not be considered. The government strictly prohibits the delivery of gray market items, and any such delivery constitutes a material breach of contract, potentially leading to termination or mandatory replacement at the contractor’s expense without cost to the government.
