I. PURPOSE AND BACKGROUND This is a Sources Sought Notice / Request for Information (RFI) issued by the Department of Veterans Affairs (VA), Network Contracting Office 17 (NCO 17), for market research purposes only. The VA is seeking information from all qualified sources with special interest in Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), and other small businesses that may be capable of providing maintenance and repair services for Alcor iSED Sedimentation Rate Analyzers (Model 112-00101) at three VA facilities in the Texas Valley Coastal Bend area. The VA Texas Valley Coastal Bend Health Care System (VATXVCBHCS) requires ongoing preventive and corrective maintenance for its Alcor iSED ESR Analyzers to ensure the instruments perform accurately and reliably for patient sample processing and continuous laboratory operations. The VA is conducting this market research to determine whether qualified small businesses exist that are capable of performing the required services and to identify the most appropriate acquisition strategy, including whether a small business set-aside is feasible.
II. Scope of Services Required: Preventive maintenance performed at manufacturer-specified intervals (minimum annually), including inspection, cleaning, calibration, and performance verification Corrective maintenance diagnosis and repair of instrument malfunctions or failures, with remote troubleshooting support and return-to-depot or on-site repair as needed Provision of all required manufacturer-approved replacement parts and materials at no additional cost to the Government Software/firmware updates as recommended by the manufacturer Telephone technical support during business hours with after-hours message center availability Detailed service documentation and maintenance reports after each service event, including calibration data, parts replaced, and performance verification Compliance with CLIA, CAP accreditation standards, FDA regulations, and VA security/privacy protocols
Anticipated Period of Performance: Base Year: August 2, 2026 August 1, 2027, with four (4) one-year option periods (Base + 4 Option Years) III. INFORMATION REQUESTED FROM RESPONDENTS Interested firms are requested to provide a written capability statement addressing ALL of the following items. Responses that do not address all items may not be considered. 1. Company Information: Provide your company name, address, point of contact name, phone number, email address, SAM.gov UEI, CAGE code, and SAM.gov registration status. 2. Business Size and Socioeconomic Status: Identify your business size and any applicable socioeconomic status under NAICS 811210 ($34M size standard), including but not limited to: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Business (SB), Woman-Owned Small Business (WOSB), HUBZone, or Large Business. If claiming SDVOSB or VOSB status, confirm active certification in the SBA Veteran Small Business Certification (VetCert) program. 3. Technical Capability: Describe in detail your firm's technical capability and experience in servicing Alcor iSED ESR Analyzers (Model 112-00101) or comparable ESR/sedimentation rate analyzers. Include the following: a. Do you have technicians who are trained and experienced in servicing the Alcor iSED ESR Analyzer? If so, describe the training and qualifications of your personnel. b. Can your firm obtain OEM-approved parts and procedures directly from Alcor Scientific Inc. to perform maintenance and repairs? Describe your process for obtaining parts and technical support from the manufacturer. c. Can your firm provide on-site service at the three VATXVCBHCS locations listed above, or is service performed via remote support and return-to-depot? Describe your service model. d. Have you previously serviced Alcor iSED ESR Analyzers or equivalent laboratory equipment for federal, VA, or commercial customers? If so, provide relevant past performance references (customer name, contact information, contract number if applicable, scope, and period of performance). 4. Compliance Capability: Confirm that your firm can comply with CLIA, CAP, and FDA regulatory requirements applicable to laboratory instrument maintenance, as well as VA security, safety, and privacy protocols (VA Handbook 6500.6). 5. Pricing Information (Optional): If available, provide rough order of magnitude (ROM) annual pricing for a service agreement covering three (3) Alcor iSED ESR Analyzers under a Base Year plus four (4) Option Years structure. 6. Teaming / Subcontracting: If your firm intends to team or subcontract any portion of the work, identify your teaming partners and describe how the prime/subcontractor relationship would meet applicable Limitations on Subcontracting requirements under FAR 52.219-14.
IV. SUBMISSION INSTRUCTIONS Responses shall be submitted in writing via email to the Contracting Officer identified in Section V below. Capability statements shall be no more than ten (10) pages (excluding cover page) and submitted in Microsoft Word or Adobe PDF format.
