AI Contract Overview
The Department of Veterans Affairs Network Contracting Office 19 intends to award a sole-source Firm-Fixed-Price purchase order to Beacon Communications, LLC for software updates and maintenance services for the Rauland-Borg Responder 5 Nurse Call System at the Sheridan, Wyoming VA Medical Center. This action is justified under FAR 12.202(b) based on a confirmation from the Original Equipment Manufacturer that Beacon Communications, LLC is the only authorized regional service provider capable of delivering the required software updates, patches, security enhancements, and support for this specialized system. Market research validates that no other sources can meet the technical requirements, and a Justification and Approval document will be prepared and published as required. The contractor must be registered in SAM.gov and respond to the presolicitation notice by August 6, 2026, at 10:00 AM Mountain Time via email to the designated contracting officer; telephone responses are not accepted. All work, including on-site installations, staff training by a Clinical Application Specialist, and support, must be performed at the Sheridan VA Medical Center. The scope of work includes providing all software releases for the Responder 5 system with accompanying documentation, ensuring continued support for the prior version for one year after a new release is issued, and delivering 20 hours of annual technical support to be utilized as needed by the facility. Software updates must incorporate all error corrections and enhancements through official releases rather than stand-alone fixes. No specific pricing, line items, or contract value are disclosed in the available documentation, though the contract type is Firm-Fixed-Price. Performance is strictly limited to the designated location, and no FOB terms or physical packaging requirements are specified. The contractor is responsible for timely execution of all deliverables under government oversight, with acceptance occurring at the Sheridan site. No evaluation factors, weighting, or scoring criteria are outlined because the procurement is sole-source, and award is based solely on documented exclusivity of the vendor. Compliance with OEM protocols and VA operational standards is implied, and no socioeconomic, security clearance, or OCI requirements are mentioned in the provided materials.
