The Department of Veterans Affairs intends to negotiate a single source contract with Becton Dickinson and Company (BD), annual service agreement for the BD FACSLyric Flow Cytometry System Equipment specifically BD FACSLyric and FACSLoader Lab Equipment Services in support of the at Central Virginia VA Health Care System, 1201 Broad Rock Blvd, Richmond VA 23249. This annual service agreement is to support Period of Performance will be for a base and two option years. Justification for this sole source procurement is in accordance with 41 U.S.C. 1901, implemented by FAR 12.102 ("Restricting Competition") and FAR Table 12 1 authority citations, based on a only one responsible source rationale. Competition is restricted to ensure compatibility and seamless integration with existing BD Lyric Flow Cytometers and software which are currently in use at the medical center.
The auto loaders are integral to the existing BD equipment system and are controlled by the BD software that comes with the BD Lyric Flow Cytometers. The contract will be a firm fixed-price purchase order. The Government anticipates award of the contract no later than July 31, 2026.

Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government, however, a determination by the Government not to complete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government No telephone request will be accepted.
