The Department of Veterans Affairs intends to award a sole-source, firm-fixed price contract to ELEKTA INC. for the ongoing software maintenance and support of the MOSAIQ Record & Verify system used by the Radiation Oncology Service Line at the Overton Brooks VA Medical Center in Shreveport, Louisiana. The contract includes a twelve-month base period with four optional one-year extensions, to be exercised at the government’s discretion, with an anticipated award date of October 1, 2026. The procurement is justified under 41 U.S.C. §3304(a)(1) and FAR 6.302-1 due to the highly specialized nature of the system, which is only available from the original equipment manufacturer without unacceptable cost or delay, and no equivalent alternatives exist to meet the agency’s requirements. This notice serves as an announcement of intent, not a solicitation, and no competitive bids will be accepted unless the government determines otherwise after reviewing submissions from other potential providers. Interested parties may respond by July 20, 2026, at 4:00 PM Central Standard Time, by submitting detailed evidence of their capability to deliver the specified services via email to the designated contracting officer; all responses must include the notice number in the subject line and originate from a registered SAM entity. The government will not reimburse any costs incurred in preparing responses, and submissions will not be returned. The agency will evaluate all received information solely to determine whether to proceed with a non-competitive award or open the requirement to competition, with final decisions resting entirely at the government’s discretion.
