The Mission and Installation Contracting Command – Fort Bragg (MICC – BR) hereby publicizes its intention to solicit, negotiate, and award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to Phillips Corporation (CAGE Code 3MPQ0) located at 7390 Coca Cola DR STE 200, Hanover, Maryland 21076-1937. The requirement is for a non-personnel services contract to provide preventative maintenance and repair services to the Joint Armament Facility (JAF) Machine Shop machinery located at Fort Bragg, North Carolina. Contract service providers shall conduct preventative maintenance and “as needed” repairs to the following machines: Haas (1) MINIMILL, Haas (1) ST-15Y, Chicago (1) CPBG 29D API-Air Compressor, (1) Haas CL-1, (1) Maxiem 1515 30V Water Jet, and (1) Wire--Electrical Discharge Machining (EDM) Machine. The Government intends to negotiate solely with Phillips Corporation under the authority of FAR 12.102(a) and 10 USC 3204, only one source capable of meeting the government’s requirement. Supporting documentation is attached to this notice.


Response Instructions:


This is not a request for competitive proposals or quotes, and no solicitation document is available. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


All capability statements must be submitted in writing and must include:

  • Cage Code / Unique Entity ID (UEI) number
  • Detailed technical specifications of the proposed alternative equipment, explicitly proving its capability to meet all salient characteristics.
  • Delivery and installation requirements to be met by Statement of Work (SOW.)
