Jane's Online Database Subscription

In accordance with FAR 6.302-1, 766th Specialized Contracting Squadron intends to procure web based access to Jane's Online Database Subscription on an "other than full an open competition" basis. These web-based services provide access to a complete portfolio of Jane's defense, transportation and Security information online for 10 concurrent users of Asia Pacific Center for Security Studies (APCSS) faculty. This requirement is sole sourced at a Firm Fixed Price to IHS Global Inc., 110 N. Royal Street, Suite 200, Alexandria, Virginia 22314, as the only vendor with the capability to provide access for Jane's Online Database Subscription. The delivery period will be for a Base Year of twelve (12) months period (12/30/2014-12/31/2015) plus Three Option Years. Any firm that considers they have the capabilities to provide access may submit a written response for evaluation by the Government for the purpose of determining whether or not the requirement will be competed. All responses must be received at the Contracting Office via e-mail to diana.joseph@us.af.mil no later than Friday, November 29, 2014 by 11:00 a.m. Hawaii Standard Time (HST). Firm's must clearly include sufficient information showing the ability to be responsive without compromising the quality, accuracy or reliability of the materials through access without causing programmatic hardship, to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
