JANITORIAL AND MECHANICAL MAINTENANCE SERVICES AT THE ROBERT GIAIMO FEDERAL BUILDING, RICHARD C. LEE COURTHOUSE, HARTFORD, CT AND THE BRIEN MCMAHON COURTHOUSE AND FEDERAL BUILDING, BRIDGEPORT, CT. This solicitation is 100% set-aside for service disabled veteran owned small business. This is a solicitation for Janitorial and Mechanical Maintenance services to be performed at the follow locations: (1) Robert N. Giaimo Federal Building located at 150 Court Street, New Haven, CT. 06510-2022, this building has seven floors including two garage levels. The gross square feet is 191,075sf, the occupiable is 85,743sf and the BOMA Rental is 129,663sf. (2) Richard C. Lee Federal Courthouse located 141 Church Street, New Haven, CT. 06510-2030; this building has five floors including the basement. The gross square feet is 142,659sf, the occupiable is 72,419sf and the BOMA Rental is 116,756sf and (3)The Brien McMahon Federal Building and U.S. Courthouse, located at 915 Lafayette Blvd, Bridgeport, CT. 06604-4706, this building has five floors including the basement. The gross square feet is 140,581sf, the occupiable is 82,081sf and the BOMA Rental is 116,391sf. This will be a performance based service contract utilizing commercial item procedures for janitorial, heating, ventilation, and air conditioning maintenance service and repairs. The contract will be firm fixed price. The statement of work for this contract will be performance based, per the policy described at FAR subpart 37.6. The statement of work will describe measurable performance standards to verify delivery of contractually compliant services. The contract will specify a procedure or process for reductions of feeds or for reductions to the price of the contract when services are not performed or do not meet contract requirements. The contract will also contain provisions for the award of individual task orders for the execution of various additional services not part of the recurring monthly maintenance services. The successful offeror will be expected to have a Quality Control program to assure delivery of contractually conforming services. Potential offerors will be encouraged to visit the site of performance to familiarize themselves with the general and specific conditions of the building. A site visit will be scheduled and will be noted in the solicitation. The solicitation will be issued within fifteen (15) days of this notice. The contract performance period will be one (1) base year with four (4) one-year option periods. The estimated start date of the contract is January 1, 2012. The North American Industrial Classification System (NAICS) code is 238220 Plumbing, Heating, and Air Conditioning Contractors, with a small business size standard of $14 million. Successful offeror must be registered in Central Contractor Registration (CCR) database at www.bpn.gov, per FAR 52.204-7. The Government will select the offer that represents the best value to the Government for contract award. This process permits trade-offs between price and technical factors and allows the Government to accept other than the lowest price offer. The award decision will be based on a comparative assessment of proposals against all evaluation criteria in the solicitation.
