Janitorial Services for Multiple Facilities: Newmarket and Bradford

The Lake Simcoe Region Conservation Authority is soliciting proposals for professional janitorial services across three distinct facilities in Newmarket and Bradford. The contract covers the Mabel Davis Administrative Office in Newmarket (19,100 sq ft), the Scanlon Creek Operations Centre in Bradford (8,570 sq ft), and the Scanlon Creek Nature Centre in Bradford (6,078 sq ft). The performance period is scheduled to run from January 22, 2027, through December 31, 2029, with the Authority holding the option to extend the agreement for up to two additional years in one-year increments. Required services include daily cleaning five days per week, as well as scheduled monthly, quarterly, and annual tasks such as floor care and sanitization. Contractors must adhere to specific regulatory standards, including Ontario Regulation 480/24 for bathroom cleaning records, and are responsible for conducting monthly facility inspections and providing written audit reports. Proposals are evaluated through a staged process where technical proposals and reference checks account for 70% of the total score, while the financial proposal accounts for 30%. To be eligible for financial evaluation, proponents must achieve a minimum score of 70% during the reference check stage. Bidders must submit their responses via the Bids & Tenders electronic system by the deadline of October 29, 2026, at 4:00 pm EST. It is critical that all pricing information is contained exclusively within the designated financial schedules, as any pricing included in the technical submission will result in immediate disqualification. Additionally, bidders must provide a sworn attestation of their origin, and American suppliers are ineligible for consideration. All quoted rates must be all-inclusive of labor, materials, travel, and insurance costs.
