SUPPLY AND INSTALLATION OF HARDWOOD FLOORS INCHIEF OF MISSION RESIDENCE, MADRID, SPAIN

The contract solicitation 19SP5026Q0016 issued by the U.S. Embassy Madrid under the Department of State seeks the supply and installation of hardwood flooring at the Chief of Mission Residence in Madrid, Spain, specifically for renovation work involving the removal and installation of wood flooring up to 14 mm thick in precise patterns including Herringbone and Floating Parquet. The contractor is responsible for providing all personnel, materials, equipment, and services necessary to complete the project, including careful demolition and storage of existing flooring for reuse, surface preparation with plastic sheeting to protect adjacent areas, and finishing with neutral silicone joints and aluminum or brass profiles. All deliverables must be in English, and the work must be fully completed by August 31, 2026, with a finalized Critical Path Method schedule and a kick-off meeting required after award. The contract is a firm fixed-price type, with award made to the lowest-priced, acceptable, responsible offeror after evaluating compliance with mandatory pass/fail criteria such as SAM registration, proof of necessary Spanish business permits under DOSAR 652.242-73, adequate financial resources, integrity and business ethics, necessary experience and equipment, and compliance with all solicitation terms. Proposals must include SF-1449, pricing, representations and certifications, SAM registration proof, and supporting documentation in specified formats under 30MB, and must remain valid for at least 180 days after the submission deadline of June 22, 2026. The contractor must meet stringent safety and quality standards, including compliance with the U.S. Army Corps of Engineers Safety and Health Manual EM 385-1-1 or OSHA regulations, reporting all mishaps immediately to the Contracting Officer’s Representative (Embassy Engineer), and adhering to detailed quality assurance protocols where only conforming materials and workmanship are accepted. The Government reserves the right to inspect, test, or require correction of nonconforming items at no additional cost.
