Janitorial Services Victoriaville Civic Centre and McKellar Mall

The City of Thunder Bay is soliciting bids for comprehensive janitorial services at the Victoriaville Civic Centre, the CIT Offices, and the interior and exterior of the McKellar Mall corridor. The scope of work includes vacuuming, damp mopping, dusting, disinfecting, sanitizing, stripping, sealing, and spray buffing, as well as pressure washing at designated locations. Excluded from the scope are light fixtures, truck bays, and various mechanical, electrical, and telephone rooms. The contract is a total firm price agreement, and the City will award the contract based on the most advantageous bid, considering factors such as financial analysis, past performance, and references. Bidders must attend a mandatory site visit on September 15, 2026, and submit electronic bids via the bids and tenders system by September 29, 2026. Requirements for the successful contractor include maintaining five million dollars in commercial general liability and automobile liability insurance, adhering to WHMIS and the Occupational Health and Safety Act, and ensuring all staff possess a Type 1 Police Record Check not older than two years. A complete plan of operations must be submitted within five working days of the award. Payment terms are net 30 days, with a cash discount available for payments made within 20 days.
