SOFWERX, in collaboration with the USSOCOM Joint Acquisition Task Force, is seeking U.S. persons from industry, academia, and national laboratories to establish a state-of-the-art autonomous systems warfare center at the NASA Stennis Space Center in Mississippi. The objective is to create a multi-domain proving ground for the integration, testing, and employment of unmanned systems across air, land, and maritime environments. Key requirements include expanding range capabilities and kinetic impact areas, establishing spectrum requirements for electromagnetic warfare, improving existing facilities, and equipping a modern autonomous systems laboratory. The project will move from its current state of minimal manning and facility repair toward an Initial Operational Capability involving facility renovations and classified spaces, eventually reaching Full Operational Capability with integrated training and manning. The procurement process is structured in phases, beginning with a Collaboration Event and moving through a submission window for an Assessment Event where selected participants pitch solutions to a USSOCOM evaluation panel. Interested parties must submit a white paper and quad chart detailing their technology concept, approach, and a rough order of magnitude for cost and schedule to reach Technology Readiness Level 7. Successful participants may enter into various agreements, including Other Transaction Authority for research or prototypes, Cooperative Research and Development Agreements, or FAR-based procurement contracts. Performance will take place within the Stennis Range Complex, utilizing thousands of acres of training areas, restricted airspace, and extensive water-to-land ranges.

Submissions Closed 24 June 2026 U.S. Persons Only Purpose SOFWERX, in collaboration with USSOCOM Joint Acquisition Task Force (JATF), will host a series of events to create a state-of-the-art autonomous systems warfare center at NASA Stennis Space Center ( NSSC) , MS using existing range space in air/land/maritime, increasing range capabilities and capacity (including increasing range space, creating corridors, increasing kinetic impact areas), establishing and completing spectrum requirements for autonomous systems use and implementation of electromagnetic warfare, improving existing facilities, and creating / equipping an autonomous systems laboratory. Background/Synopsis To meet the changing character of war, USSOCOM establishes a proving ground that will enable the integration, testing, and employment of all-domain unmanned systems. In the US Drone Dominance Memo, USSOCOM was specifically called upon to path find and shepherd the development of technologies that will not only ensure US military advantage but also confirm our allies and partners are able to learn together. NSSC and the surrounding region offer the physical environment to test operational concepts from seabed to low earth orbit. We need to shape the EMS and Digital Environments needed to develop these Joint Concepts. Objective Intent is to establish the proving ground at NSSC, MS by improving existing facilities and range space, tying together nearby ranges and experimentation facilities, and integrating industry and academia into a modern UxS laboratory. Key to success is the establishment of by-domain labs, technical integration facility, range development, IT infrastructure for either modeling on prem or rapidly move data to Live Virtual Constructed High Performance Computing Environments, and identify a proof of concept for teaching Network-UxS integration at a school house. The objective is a multi-phase process consisting of the logical steps necessary to enhance available facilities and terrain at NSSC from current state to a full operational capability (FOC). Current state includes a large, shared facility in need of repair with minimal manning to enable SOF units to utilize the range space. Initial operational capability (IOC) may include facilities renovations and additions, establishment of laboratory and classified spaces, improved maritime range access, increased range capabilities across permissions, multi-domain connectivity/ access and capabilities such as electromagnetic warfare systems and sensors, and implementation of initial policies and processes necessary to execute the IOC vision. FOC expands upon IOC to add necessary manning, training courses and classroom instruction (to be determined). Why You Should Participate USSOCOM seeks to enter into non-FAR or FAR-based agreements with Industry, Academic, and National Lab partners whose solutions are favorably evaluated by Joint Acquisition Task Force (JATF) Subject Matter Experts (SMEs). As such, the follow-on Assessment Event (AE) is considered competitive and solutions will be evaluated independently of one another primarily for technical merit. This serves dually as notification of the intent to research the feasibility of an agreement under 10 U.S. Code, Section 4022 and/or Section 4022(f), and as notice of pre-solicitation activities IAW FAR 5.204. Event Timeline COMPLETED Phase 1 - 15 July 2026 Collaboration Event (CE): SOFWERX will host a Collaboration Event (CE) with Industry, Academic, and Laboratory partners focused on Autonomous Warfare Proving Ground needs. During this event, Warfighters will interact with potential solution offerors and further communicate operational needs and desirements. Participation in this event is not mandatory, however, it is designed to provide insights to ensure potential offerors understand the problem set(s) fully and to increase the likelihood of matching their technologies with Warfighter needs. This CE is also an opportunity for attendees to meet and form partnerships that may provide a more comprehensive solution. If you do not wish to participate in the CE, you are free to submit your technology on/around 18 August for the AE. Request to attend the CE below, NLT 24 June. Favorably evaluated requests will receive an invitation to attend the event on/around 29 June. Tentative Agenda All times listed are in ET 8:30 – 9:20: Participants arrive at SOFWERX 9:20 – 9:25: SOFWERX Welcome 9:25 – 9:35: Stakeholder Overview & Problem Set 9:35 – 10:15: Stakeholder Remarks & NASA Personnel including Q&A 10:15 – 10:30: Break 10:30 – 11:05: Current Limitations Breakout 11:05 – 12:05: Ways to Overcome Limitations Breakout 12:05 – 1:05: Lunch (on your own) 1:05 – 3:05: Problem Statement Development 3:05 – 3:20: Break 3:20 – 4:20: Problem Statement Briefs 4:20 – 4:30 Voting 4:30 – 4:45: Path Forward This event will be held in person at SOFWERX. PEO-FW FANTOM Behavior Integration (A2E)
Solicitation # evt_369
US Special Operations Command (USSOCOM), in collaboration with SOFWERX and the Program Executive Office Fixed Wing (PEO-FW), is seeking U.S. citizen vendors to integrate mature autonomy behaviors into the Framework of Autonomous Networked Tactical Open Modules (FANTOM) software stack. This effort supports the Adaptive Airborne Enterprise (A2E) ecosystem, which utilizes expendable, autonomous Small Unmanned Aircraft Systems (sUAS) for robust Intelligence, Surveillance, and Reconnaissance (ISR) capabilities. The government is specifically looking for high Technology Readiness Level (TRL 6+) solutions in areas such as collaborative area search, 3D route planning, multi-target custody, and weather data services. Proposed behaviors must be modular, reusable, and capable of functioning independently via the FANTOM SDK and API, with a particular emphasis on performance under degraded or denied communications (DDIL) and strict power and capacity constraints. The selection process consists of a multi-phase assessment event. Interested parties must submit a white paper by November 12, 2026, detailing their technology concept, approach, and a Rough Order of Magnitude (ROM) for cost and schedule. Following a down-select process, selected vendors will participate in a virtual Assessment Event in December 2026 to pitch and demonstrate their solutions. Successful participants may receive integration stipends of up to 250,000 dollars and may enter into various agreements, including Other Transaction Authority (OTA), Cooperative Research and Development Agreements (CRADA), or FAR-based contracts. Because the FANTOM environment operates at the Controlled Unclassified Information (CUI) level, awardees must possess appropriate CUI handling capabilities and comply with applicable cybersecurity requirements, such as NIST SP 800-171.
